AI Target Operating Model: Components, Design and Consulting

An AI target operating model describes how the business will run once AI is part of everyday work: where AI creates value, who owns each outcome, who decides, how workflows and roles change, what data it runs on and how risk is controlled. It is the destination. The roadmap is how you get there, and the readiness assessment shows where you are starting from.

  • The target operating model is the future state: how value, ownership, work, data and control fit together once AI is in the business.
  • It is a management design, not a technology architecture. The technology follows the design.
  • Design it from evidence of readiness today, or the gap between current and target state will be too wide to cross.
  • Every element needs a named owner, a measure and a date, or it stays a slide.
  • Most organisations move in stages: a small central team first, then more ownership in the business as governance and data mature.

No agreed destination

Without a target operating model, each function builds its own version of AI and the organisation pays for the same thing several times.

A design the business cannot reach

A target set without evidence of readiness promises results the data, skills and governance cannot yet support.

Accountability left to chance

If the target state does not name who owns and who decides, AI decisions default to whoever switched the tool on.

The six components of an AI target operating model

Every AI target operating model answers the same six questions. Together they describe how the business will run once AI is part of everyday work.

1. Value and priorities

The short list of business outcomes AI will deliver, each with a baseline, and the areas where you have decided not to invest. Without it, every function funds its own experiments and nobody can say what AI has returned.

2. Ownership and decision rights

A named owner for each outcome, and clear rules on who can approve, change and stop an AI system, including AI agents that act on the business's behalf. This is the component most often missing. See AI roles and responsibilities.

3. Workflows and roles

Which steps in each priority workflow AI takes on, where people stay in the loop, and how jobs, skills and incentives change. The value of AI is realised in redesigned work, not in the tool.

4. Data and technology

The data each priority depends on, the platforms it runs on and the suppliers involved. The target state names the data owners and the quality needed before a use case can move into production.

5. People and capability

The skills to build, buy or borrow, the AI literacy the wider workforce needs, and the change support that turns access to tools into adoption.

6. Governance and measurement

Controls in proportion to risk, an AI register, approval routes and a quarterly board report on results against the baseline. See the AI governance operating model.

Target operating model consulting

AIPEX designs AI target operating models with leadership teams across sectors. The work starts from evidence of where you are today, not from a template, and every component ends with a named owner, a measure and a date.

What you get:

  • A current-state baseline across 30 areas from the AI Readiness Assessment (£999 + VAT)
  • Agreed priorities, owners and decision rights from an Executive AI Strategy Day with your leadership team (£1,499 + VAT)
  • The target design for each of the six components, and the organising model your foundations can support: centralised, hub and spoke or federated
  • A 90-day plan and a 12-month AI implementation roadmap from current to target state
  • A benefits scorecard and a board report, so progress is measured from the start

How long it takes: the design can be agreed in weeks. Moving to it is planned as a 90-day start within a 12-month roadmap. Where nobody on the board owns AI, a Fractional Chief AI Officer can lead the transition.

How do I start an AI operating model transformation?

Start with evidence, not a structure chart. Three steps cover most organisations.

  1. Check where you stand. The free AIPEX Score check takes about three minutes and shows how far your current state is from a target operating model.
  2. Agree what AI is for. Pick the two or three outcomes that matter most and name an owner for each.
  3. Design the target for those priorities first. Designing for the whole enterprise at once is how plans stall. Prove the design on a few workflows, then extend it.

Frequently asked questions

What is an AI target operating model?

It is the future-state design of how the organisation will work once AI is embedded: where AI creates value, who owns each outcome, who decides, how workflows and roles change, what data it relies on and how risk is controlled.

What is the difference between an AI operating model and an AI target operating model?

The AI operating model is how the organisation runs AI, today or in future. The target operating model is the specific future state you are designing towards. You need both the current and the target state to plan the move.

What should an AI target operating model include?

Six components: value and priorities, ownership and decision rights, workflows and roles, data and technology, people and capability, and governance and measurement, each with a design choice and a named owner.

Which organising model should we choose?

The one your readiness can support. Hub and spoke, with a small central team setting standards and the business delivering, is the most common enterprise choice. Federated models need mature data and governance first.

How long does it take to design an AI target operating model?

The design itself can be agreed in weeks: an assessment, a Strategy Day and design work on the priorities. Moving to it takes longer and is planned as a 90-day start within a 12-month roadmap.
